New Delhi: For the first time in the current Winter Session, both Houses of Parliament moved ahead without interruption, as tensions over electoral roll revisions eased and essential procedures were completed.

When the Session began, opposition members demanded immediate discussion on the nationwide “Special Intensive Revision” (SIR) of electoral rolls being conducted by the Election Commission of India (EC). The insistence on SIR debate had led to uproar inside both Houses, temporarily derailing legislative business

Following negotiations, the demand was addressed — allowing Parliament to proceed. With that, the Lok Sabha was able to complete a full session of the constitutionally mandated Question Hour, wherein Members of Parliament posed questions to ministers, enabling oversight and scrutiny of government action.

The smooth flow of proceedings stood in sharp contrast to earlier disruptions: on the first day of the session, procedural chaos had stalled business after only a few minutes, with Opposition protests over SIR forcing adjournments

In addition to clearing the path for ongoing business, parliamentary leaders indicated that the House plans to take up a future discussion on “Vande Mataram,” the national song — a proposal that has generated public interest. This marks one of the first key non-bill items scheduled after the session gains momentum.

The Winter Session, which began December 1 and is scheduled to continue until December 19, is critical, as it provides time at the end of the year for Parliament to address pending legislation, hold debates, and review government activity.

Observers say that the completion of a full Question Hour this session is significant, given that frequent disruptions in recent years — especially over protests or demand for special debates — have often undermined Parliament’s effectiveness.

For now, with the SIR issue laid to rest and parliamentary procedure restored, both Houses appear poised to take up the regular slate of questions, debates, and legislative business — with “Vande Mataram” discussion as a symbolic yet high-visibility item in the coming days.
