BHOPAL: In a landmark session dedicated to the “spirit of equality and justice,” the Madhya Pradesh Council of Ministers, chaired by Chief Minister Dr. Mohan Yadav, met at the Chaman Mahal within the historic Jagdishpur Fort on Sunday. The cabinet took several historic decisions, most notably approving the “Madhya Pradesh Uniform Civil Code (UCC) Bill, 2026.”

The Law and Legislative Affairs Department has been formally authorized to complete all necessary constitutional and procedural formalities to introduce the UCC Bill in the upcoming session of the Madhya Pradesh Legislative Assembly.

Broad Legislative Push: 8 Additional Bills Approved

Alongside the Uniform Civil Code, the cabinet approved eight other significant bills slated for introduction in the forthcoming assembly session, reflecting a comprehensive legislative agenda spanning law, infrastructure, education, health, and labor reforms:

  1. Madhya Pradesh Repealing Bill, 2026: Authorized the Law and Legislative Affairs Department for assembly introduction.
  2. Madhya Pradesh Fire and Emergency Services Bill, 2026: Authorized the Urban Development and Housing Department.
  3. Madhya Pradesh Highways (Amendment) Bill, 2026: Authorized the Public Works Department.
  4. Madhya Pradesh Private University (Establishment and Operation) Amendment Bill, 2026: This bill introduces specific exemptions regarding land, built-up area, and endowment fund requirements for establishing private universities.
  5. Madhya Pradesh Medical Science University (Amendment) Bill, 2026: Authorized the Public Health and Medical Education Department.
  6. Madhya Pradesh Dhanvantari Health University Bill, 2026: Authorized the Public Health and Medical Education Department.
  7. Madhya Pradesh Code on Empowering Workspaces, 2026 (MP Shram Shakti Samhita): Authorized the Labour Department.
  8. Madhya Pradesh Ease of Doing Business Bill, 2026: Authorized the Industrial Policy and Investment Promotion Department to further streamline the state’s business environment.

Massive ₹898.96 Crore Boost for Healthcare Infrastructure

In a major move to ensure accessible and high-quality healthcare, the cabinet approved a massive ₹898.96 crore project for the substantial upgradation of 73 health institutions across the state. Out of this total, ₹776.13 crore is earmarked specifically for structural and facility upgrades.

The detailed upgradation plan includes:

  • Upgrading 29 Sub-Health Centers to 6-bed Primary Health Centers.
  • Upgrading 19 Primary Health Centers to Community Health Centers.
  • Upgrading 18 Community Health Centers to 50-bed Civil Hospitals.
  • Upgrading 7 institutions to large 100-bed hospitals.

To support this expanded infrastructure, the cabinet sanctioned the creation of 1,600 regular and 71 contractual new posts. Additionally, approval was granted to hire 560 personnel through outsourcing agencies. The government has approved a recurring annual expenditure of ₹122.83 crore to sustain these newly created positions, ensuring that the upgraded facilities are adequately staffed to provide superior medical care to the public.
