PM Modi to Inaugurate HPCL Refinery Complex in Rajasthan’s Balotra on April 21

Jaipur: Prime Minister Narendra Modi is set to inaugurate the country’s first integrated refinery-cum-petrochemical complex of Hindustan Petroleum Corporation Limited (HPCL) in Balotra on April 21, Rajasthan Chief Minister Bhajan Lal Sharma announced.

The Pachpadra refinery project is being positioned as a significant contributor to national energy security and a major driver of economic development in Rajasthan. Officials said the facility will strengthen domestic production capacity and support industrial growth in the region.

During a high-level review meeting, Chief Minister Sharma directed officials to ensure comprehensive preparations for the Prime Minister’s visit. Instructions were issued to make necessary arrangements for security, traffic management, medical services and public convenience to ensure the event is conducted smoothly.

The Prime Minister is also expected to address a public gathering during the visit. In addition, he will flag off LPG tankers manufactured at the refinery, marking the operational commencement of key activities at the facility.

The refinery complex has been developed at a revised cost of ₹79,459 crore. It has a processing capacity of 9 million metric tonnes per annum (MMTPA), making it one of the significant energy infrastructure projects in the country.

According to officials, the facility will produce a range of fuel and petrochemical products, including petrol, diesel, polypropylene and benzene. These outputs are expected to support both domestic consumption and industrial applications.

The project is also seen as a step towards reducing India’s dependence on imported energy resources. By increasing domestic refining and petrochemical production, it aims to contribute to greater self-reliance in the energy sector.

Beyond energy production, the refinery is expected to promote industrial development in the surrounding region. Ancillary industries and related economic activities are likely to benefit from the presence of the complex.

Officials highlighted that the project will also generate large-scale employment opportunities, both directly and indirectly. This is expected to have a positive impact on livelihoods and local economic conditions.

The development of the refinery is part of broader efforts to strengthen infrastructure and support long-term economic growth. The project has been closely monitored at various stages to ensure timely progress and implementation.

With the inauguration scheduled for April 21, authorities are focused on finalising preparations and ensuring that all arrangements are in place for the Prime Minister’s visit.
