New Delhi: Russian President Vladimir Putin will travel to India on December 4–5 for the 23rd Annual India–Russia Summit, the Ministry of External Affairs (MEA) confirmed on Friday. The visit is expected to further cement the long-standing “Special and Privileged Strategic Partnership” between New Delhi and Moscow, one of India’s most enduring bilateral relationships.

Prime Minister Narendra Modi will host the Russian leader during the two‑day summit, where both sides will conduct a comprehensive review of ongoing cooperation and potential policy expansion across core sectors. The agenda includes defence collaboration, civil nuclear initiatives, energy security, industrial manufacturing, and joint economic ventures. The talks will conclude with a joint statement and the signing of several government‑level and commercial agreements.

Defence engagement is anticipated to be a major pillar of the summit. Discussions are likely to advance India’s proposal to purchase additional S‑400 Triumf air defence systems, which currently form a crucial part of the country’s strategic deterrence capabilities. The S‑400 platforms already positioned in India have been involved in key operational missions and are regarded as a major reinforcement of the nation’s aerial defence network.

Officials are also expected to explore the possibility of cooperation on the Su‑57 programme — Russia’s most advanced fifth‑generation stealth fighter aircraft. India has shown interest in strengthening its domestic manufacturing base with new‑age technologies and potential co‑development opportunities with Russia remain under evaluation.

Energy will serve as another prominent theme during the summit. India and Russia have been expanding collaboration in the nuclear sector through long-term projects, including reactor development, supply‑chain support, and technology transfer. Hydrodynamic energy partnerships and continued cooperation with Russian oil majors are also expected to be discussed, particularly amid evolving geopolitical and market shifts that have reshaped global energy supply routes.

Industrial and economic linkages will feature in the consultations as both countries look to accelerate trade volumes and create secure logistics corridors. Current engagements in areas such as coal, fertilizers, and hydrocarbons are set to be augmented by investments in heavy engineering, shipping, and mining sectors. The summit may also push forward efforts to scale financial connectivity and explore alternative settlement mechanisms to ensure trade resilience.

Despite external geopolitical pressures and complex international alignments, New Delhi and Moscow continue to emphasize their strategic convergence. India has consistently pursued an independent foreign policy, maintaining close defence and energy cooperation with Russia while expanding relations with Western countries. Moscow, too, views its partnership with India as central to its outreach in the Indo‑Pacific and broader Eurasian region.

Putin’s upcoming visit holds symbolic significance, reflecting continuity in a partnership that has remained steady for more than two decades of annual summits. The India–Russia leadership dialogue continues to focus on long‑term security and development goals while adapting to changing global priorities and emerging technological domains.

As both leaders prepare for the 23rd annual meeting, the summit aims to reinforce mutual trust and deliver progress on defence modernization, industrial co‑production, and energy expansion. The two nations remain committed to deepening ties that have stood resilient through shifting political and economic landscapes.
